On this Invisible People program - The State of Discrimination Toward People Experiencing Homelessness. A community survey developed by the City of Salem Human Rights Commission in partnership with students from Western Oregon University offers insight into Salem residents' experiences of discrimination. The commission made a special effort to include people experiencing homelessness. Commission staff person, Gretchen Bennett, describes the study, its findings and addresses how the commission may respond to the results.
