Michael Livingston reports on last night's meeting of the Salem City Council, which focused primarily on the appeal from a hearings officer's decision approving a conditional use permit and zone change, which would allow the Union Gospel Mission to move its programs and shelter operations serving homeless men four blocks north from its current downtown location into a new facility with transitional and shelter bed space for 300 individuals.
