Former Mayor of Salem, Mike Swaim, wanted to ensure a good quality of life for Salem's residents. To that end he initiated the move for residents to vote on annexations as a way of understanding the cost of growth. This is an excerpt from a longer interview conducted in 2014 about voter-approved annexations. Mike Swaim died on December 17th, 2019.
