On July 10, 2023, Salem City Council passed an ordinance to create a new revenue source - an employee payroll tax - to cover a $28 million dollar budget deficit. The ordinance is called "Safe Salem" as funds are directed to police, fire and sheltering services. It passed 5-4 after hours of public testimony and council deliberations.
