Patients who are homeless and discharged from a hospital may be left to sleep outside, even in freezing temperatures. SB 1076 attempts to provide a better solution by connecting hospitals with social service agencies that may be able to intervene. Jimmy Jones, Community Action Agency, talks about the bill.
